Universitas Pembangunan Nasional “Veteran” Jawa Timur, widely known as UPN “Veteran” Jawa Timur, is a State University located in Surabaya, East Java. UPN “Veteran” Jawa Timur is also given the name ‘State Defense Campus,’ as it is an implementation form of the 1945 Constitution of the Republic of Indonesia, Article 27 Act 3, “each citizen shall have the right and duty to participate in the effort of defending the state.” 

Throughout history, UPN “Veteran” Jawa Timur has undergone various changes. The beginning of the campus establishment cannot be separated from the contribution of the veteran of Indonesia’s independence. On July 5th, 1959, the Academy of Company Administration “Veteran” Surabaya or Akademi Administrasi Perusahaan “Veteran” (AAPV) was established. On March 21st, 1966, AAPV went through changes according to the Ministry of Veteran and Demobilisation decree and set a new form as State-affiliated College, Perguruan Tinggi Pembangunan Nasional (PTPN) Veteran, subsidiary to Yogyakarta campus. At the time, UPN “Veteran” Jawa Timur was located at Jalan Tambak Bayan Tengah No. 17 – 19. In September 1987, UPN “Veteran” Jawa Timur moved to a new location in a development district in Surabaya, Jalan Raya Rungkut Madya No. 1 Gununganyar.

PTPN underwent a new status to Universitas Pembangunan Nasional “Veteran” Jawa Timur under the supervision of the Department of Defense Republic of Indonesia, followed by a status change as a private university on November 9th, 1994, according to the joint decree of the Ministry of Education & Culture and the Ministry of Defense. In 2007, the Department of Defense bestowed UPN “Veteran” Jawa Timurto Yayasan Kesejahteraan Pendidikan dan Perumahan (YKPP).

Throughout Presidential Regulation Number 122 in 2014, UPN “Veteran” Jawa Timur gained the status as a State University, enacted on October 6th, 2014, by President Susilo Bambang Yudhoyono.

UPN “Veteran” Jawa Timur has in total of seven faculties: the Faculty of Engineering, Faculty of Economics and Business, Faculty of Agriculture, Faculty of Architecture and Design, Faculty of Social and Political Science, Faculty of Law, and Faculty of Computer Science. Currently, UPN “Veteran” of East Java offers 25 undergraduate study programs, 5 master programs, and 1 doctoral program from various backgrounds and multi-disciplines.

According to the Decree of Senate No.:Skep/17/UN.63/2015 on July 3rd, 2015, UPN “Veteran” Jawa Timur proposes a vision to become an excellent state defense quality, in line with the characteristics of UPN “Veteran” Jawa Timur as State Defense Campus. Within 25 years, the purpose of the university in reaching the vision in accord with the Three Pillars of Higher Education (tri dharma) will be to conduct UPN “Veteran” Jawa Timur as a World Class University, which is the basis of character values of state defense.
